Case Study

Purchasing Index (PI) was the service provider to the APCC (Australasian Procurement and Construction Council) to baseline and identify opportunities through the benchmarking of the procurement function and construction professional services category in participating states and territories. For both projects data was collected by participants, validated, analysed and presented by PI. All data was presented unattributably by PI, ensuring confidentiality for each participant.

The benchmarking project delivered the following outcomes for participants:

  • A common baseline of process, policy, capability and performance measurement arrangements in both projects
  • A ranking against value for money performance indicators in the procurement function benchmarking
  • Recommendations identified from the gap analysis for both projects
  • A structure and framework for ongoing review of both projects
  • Opportunities to consider other participants practices in both projects
  • An independent validation of performance delivering value for money outcomes
  • Identification of opportunities for further investigation into a common language and definitions within participants.

The analysis, benchmarking and reports delivered by PI assisted the APCC in measuring current: processes, policies, capability and performance measurements used by APCC members.

PI were professional in their dealings with state and territory nuances – not an easy task!.

PI’s efforts to take participants on the benchmarking journey is praiseworthy.
